Water
Water is the most visible boundary: reservoirs, aquifers, and river flows are all under sustained stress.
Water is the most concrete limit: when reservoirs are low, it is visible to everyone. A resilient water system means less waste, healthier rivers, and fewer drought restrictions.
Diagnosis
Groundwater over-extraction is widespread in agricultural areas, particularly where irrigation intensity is high. Nitrate contamination from livestock and fertiliser use affects many monitoring points, with consequences for drinking water and aquatic ecosystems.
Urban demand, tourism, and industrial use compete with agricultural and ecological needs. The legal and administrative framework for sharing scarcity is weak relative to the emerging reality of prolonged drought.

Leverage
Watershed restoration — riparian reforestation, wetland recovery, and soil regeneration — increases the natural storage and infiltration that reservoirs cannot provide. It is slow, but it is the only intervention that increases the system's total capacity.
Governance and transparency are force multipliers: open, real-time data on reservoirs, aquifers, and allocations lets scarcity be managed fairly and lets the public hold decision-makers accountable.
Capital stack
Watershed restoration and conservation easements require long-term, non-extractive holding structures.
Leakage reduction, treatment upgrades, and irrigation modernisation are bankable at scale.
Smart metering, efficiency platforms, and water-quality monitoring ventures can scale across utilities and farms.
Integrated water portfolios combining efficiency, restoration, and reuse can absorb larger capital with measurable outcomes.
